
On the morning of 29 September, Mr Pham Hoang Son, Deputy Secretary of the City Party Committee and Chairman of the City People's Committee, chaired a working session with AVC Vietnam Science and Technology Co., Ltd. on exploring the investment environment, expanding the supply chain and the potential for R&D activities in Bac Ninh. Attending were company leaders, representatives of the Vietnam - Taiwan Business Association and several city departments.
About AVC Group
AVC is a technology group founded in 1991 in Taiwan (China), operating in the design and manufacture of thermal solutions and components for computers, servers and telecommunications equipment. In 2025 the group's revenue was about USD 4.4 billion. AVC has more than 46,000 employees worldwide, about 14,000 of them in Viet Nam, and an R&D team of more than 3,500 engineers.
AVC began expanding its investment in Viet Nam in 2020 and currently has three projects in Ninh Binh with total registered capital of about USD 760 million. In 2027 the group plans to invest about USD 500 million more, raising its total investment in Viet Nam to more than USD 1.26 billion. AVC is also considering building an R&D centre in Viet Nam.

Bac Ninh's advantages
Chairman Pham Hoang Son said Bac Ninh's total import-export value in nine months is estimated at USD 177.8 billion, continuing to lead the country. To date, the city has about 3,700 valid FDI projects with total registered capital of about USD 52 billion from 46 countries and territories. Major groups such as Samsung, Foxconn, Luxshare, Goertek, Amkor, Hana Micron and Canon have invested here.
Under the city plan for 2021-2030 with a vision to 2050, Bac Ninh has 91 industrial parks with a total planned area of 25,000 hectares. Currently 39 industrial parks have received investment policy approval and investor approval, with 59 industrial park infrastructure projects covering about 12,000 hectares. The city has more than 600 hectares of cleared land in industrial parks ready for immediate handover to investors, with a further 400 hectares expected by the end of the first quarter of 2027.

Regional transport connections are favourable, including an international intermodal railway line; Gia Binh International Airport is expected to begin phase 1 operations in early 2027. The city has 15 universities, 32 colleges and many vocational training institutions.
Regarding the idea of establishing an R&D centre, the Chairman welcomed it and affirmed that this is one of the targets the city is keen to attract. The city stands ready to accompany AVC and create favourable conditions for it to continue its studies and surveys and gradually expand its production and R&D activities in Bac Ninh.
