Overview
The Bac Ninh Industrial Park Investment Support and Development Center (hereinafter referred to as the Center) is a public service unit under the Bac Ninh Industrial Zones Authority. Its functions, tasks, powers and organisational structure are set out in Decision No. 527/QĐ-UBND issued by the Chairman of the Bac Ninh Provincial People's Committee.
The Center has legal personality, its own seal and its own account at the State Treasury.
Functions
The Center collects and publicises information, and coordinates investment promotion activities as well as consulting and investment support services in the concentrated industrial parks.
These activities aim to mobilise domestic and foreign resources for the implementation of investment projects, towards the sustainable development of the concentrated industrial parks in the province.
Tasks and powers
- Provide public services in support of state management.
- Provide construction investment consulting and investment support services to enterprises.
- Advise on and prepare compensation and site clearance dossiers; support compensation and site clearance work for investment projects.
- Carry out the construction and installation of small and medium-sized civil, industrial, transport and industrial electrical works.
- Provide training in occupational safety and occupational hygiene.
- Provide other consulting services to support enterprises and investors.
- Gather the necessary information from state agencies, enterprises and organisations to build an enterprise information database.
- Sign joint venture and association contracts, economic contracts and other contracts related to the Center's functions and tasks.
- Manage and use financial resources and assets in accordance with the State's current regimes, policies and regulations applicable to revenue-generating public service units.
Organisational structure
The Center is led by a Director and no more than three Deputy Directors.
The number of staff of the Center is assigned on the basis of job positions and falls within the total number of staff of the Bac Ninh Industrial Zones Authority assigned or approved by the competent authority.
